With my regular partner I would bid 1H, then aim to reverse into spades. It is a close decision with 4H which the length in spades puts me off bidding the preempt, which may work better by cutting out the opponent competition early, but on the downside may miss us a spade fit. With a less establish partnership I would choose 4H as the risk of misunderstandings is much less.
That sounds reasonable – one issue is that even if you have a spade fit, hearts could still play better. It is hard to imagine a hand where you need to play in spades rather then hearts. Finding a spade fit does significantly increase your slam potential though.
